On April 6, 1897, twenty-eight men signed a petition for the formation of Solway Township. The Town of Herman was composed of Township 50, Range 15, and Township 50, Range 16. These men petitioned the court to have it divided so that Township 50, Range 16 would become its own township, citing that "the lack of roads and other facilities for traveling made it almost impossible to attend town meetings and take part in the administration of affairs concerning them."
Mr. George J. Grierson asked that the town be called Solway, so named for the Solway Firth, an arm or inlet of the Irish Sea between Scotland and England. In 1897, the township was called Solway, though the town itself was named Pine. In the early 1900s, Mr. A.A. Holt was instrumental in changing the name of Pine to Munger, in honor of Roger S. Munger, who came to Duluth to engage in the lumber business.
The first town meeting was held on May 26, 1897, designating the schoolhouse which stood on the NE 1/4 of the NW 1/4, Section 22 (Maple Grove Road across from the present cemetery), as the polling place. Notices of the first town meeting were posted on a board fence at the southwest corner of Section 14 on the Maple Grove Road, on the north side of the station house at Pine Station on the D.M.&N. Railroad, and on a burnt stump at the side of the Maple Grove Road on the northwest corner of Section 24.
